He could have put the wallet in his pocket, and no one would ever know. But then he saw the worried faces in the photo, and he knew what he had to do.

不定式与 -ing 作宾语
decide / want + to do;enjoy / avoid + doing
表决定、打算、希望用不定式:He decided to return the wallet. (他决定归还钱包。)
表享受、避免、建议用 -ing:She avoided making mistakes. (她避免犯错。)
有些动词两者皆可但意义不同:stop to do(停下来去做)vs stop doing(停止做)。
